Very simple program for letting people act as proxies

Its difficult for people to connect to the internet from Iran. It would be very easy for people overseas to act as proxies for the people in Iran, if only a simple program existed. I propose a simple program that acts as a proxy with a username-pass feature and possibly with a meter log showing the bandwidth usage and again possibly with a little chat that enables the host and the client to communicate quickly.
